This book consists of two parts; the Part-1 articulates the theoretical and conceptual understandings of public administration, while the Part-2 illustrates the Bangladesh public administration including its history, legal frameworks, structures, civil service, culture, politics-bureaucracy nexus, and the contemporary status.
The Part-1 of this book primarily emphasizes the basic public administration concepts, theories, and new developments. It gathers the contributions of famous administrative thinkers that led the foundation of public administration as an academic discipline. The theories analyzed in this book include management theories, leadership theories, public policy models, and motivation theories, along with their application in different contexts. Furthermore, the Part-1 focuses on the three branches of a government, i.e. legislature, executive and judiciary, with their structures, compositions and roles. The recent developments in the field of public administration are also described in this part with their contemporary relevance. Moreover, the Part-1 concludes by exploring the state of public administration in the age of the 4IR with problems and prospects that public administration will look forward to.
The Part-2 focuses on the public administration in Bangladesh. It begins with tracing the historical roots of Bangladesh public administration and its significant development till today. This part then examines the constitutional provisions related to Bangladesh public administration, followed by assessing the structure of Bangladesh public administration. Furthermore, it depicts the contemporary truths on the Bangladesh civil service, and politics dominated administrative cultures in Bangladesh. Moreover, the Part-2 explains the dichotomous politics bureaucracy relationship, followed by examining the status of Bangladesh public administration in the age of Artificial Intelligence.
